It works like MS Outlook, though it saves its data in OLM format which is completely different form the PST format used by MS Outlook. Import your photos and videos into your photo library so you can organize and edit them with Photos. You can import photos and videos in a variety of ways:
By default, imported photos are copied into the Photos library. If you prefer, you can store photos and videos outside the Photos library—for example, in a folder on your Mac or on an external hard drive—and still view them in Photos. If you ever need to move content stored outside the library into your Photos library, you can do that, too. See Change where Photos stores your files.
Note: iCloud Photos doesn’t manage photos and videos stored outside the Photos library.
There is indeed a way to do this.
Step 1: Make sure your contacts are in .vcf format
Step 2: import into iCloud
I'm guessing the problem you have is making sure they are .vcf fils and not .msg files well.....
To do this.....
Open contacts folder in your outlook. Slect one contact and press ctrl + A to select them all. Next right click on the contacs and choose send full contact > internet format VCF form the menu. This will attach all your contacts to a blank email, in .vcf format.
Next open a file browser(windows explorer) then with the mail window along side the file browser, select all your .vcf attachments in the email and drag and drop into a folder.
Then you can import into iTunes.
